I like to know the removal, addition and shuffling of co-authors is against moral and ethics in Elsevier Journals. Is it necessary to contact a editor to make such changes

If your manuscript is accepted, any authorship change will involve approval from co-authors and respective editor handling the submission and this may cause a significant delay in publishing your manuscript.
Yes, some times during submission, due to some problem in system, other co-authors cannot be added, but later requesting to editor, other co-authors can be added.

According to the ethic research guidelines, a person can be an author if he/she has done all of the following:
Made substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data for the work; AND
Was involved in drafting the work or revising it critically for important intellectual content; AND
Gave final approval of the version to be published; AND
Agreed to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.
If an author does not ful fill any one of the above criteria, he/she does not qualify to be an author
