I know that effect size and significance are two different things however would like to get more insight regarding their interpretation. I would particulary like to know if the width and/or the limits of the confidence interval affects our interpretation of the effect sizes, and if yes to what extent. 

Scenario 1 

How would you interpret an OR of 1.24 [95% CI 0.97 -1.59] regarding an association between an exposure and an event? Totally insignificant or a slightly increased risk may be possible?

Scenario 2

Say we found a RR of 2.02 (95% CI 0.58-6.98) regarding an association of an event with exposure. Although it is not significant, there seems to be a moderate increase in the risk. Independent of the significance, can I suggest an increasing the surveillance for this exposure?

Scenario 3 

This time a RR of 1.67 [ 95% CI 0.10-27.31]. Again a non-significant but moderate increase in risk of the event is present. However the CI is very wide. Can I again suggest increasing the surveillance for this exposure? or  the width of the CI prevents this?

Scenario 4

Same question with an OR of 1.59 [95% CI 0.91- 2.80]

Scenario 5

Same question with an OR of 1.81 [95% CI 0.64 - 5.10]
