I would be interested, I have performed a number of studies together with Swedish municipalities. We have 290 municipalities in Sweden.

Here in the US, I recently read an article where Goggle is providing analytics for the monitoring of e-government domains.  Currently, they were monitoring access to nearly 300 e-government domains and providing important metrics to help with adaptation of the technology. With the colleagues of my Research Group (Grupo de Pesquisa de Controle Social do Gasto Público, UNESP, Brazil) we have published some research using this methodology (http://revista.jacobea.edu.mx/n7/4.Jordi.Gregorio.Carmen.pdf). We analyse procurement information that appears on web pages of Spanish municipalities.

I am also working on this topic (and using this methodolgy) on my PhD Thesis.

I have some experience on this in Poland. I evaluated e-government websties employing the International Organisation for Standardisation (ISO) standard. I would like to know your method and use it in Poland. It is very intersting for me and my team.

I am very interested in these discussions.  Currently I am working on a proposal to expand my Tribe's E-government initiatives to include eligible voters to participate in governmental meetings and processes by video conferencing online with document sharing and e-voting. 

Evaluation will be the most challenging part of that proposal.  It is all about measurable data, whether that be quantitative or qualitative.  For us, startup would begin with a request for information in the form of a survey with both open-ended (qualitative) and closed-ended (quantitative) questions for a mixed method approach.  Sounds like a research endeavor to me. Am very interested.
