If WSN layered architecture follows TCP/IP stack, layer 3 (network) traffics are dominated by routing information packets. ineffective routing protocols or failure on routing paths may cause layer 3 queue.

As all packets from upper layers flow through MAC layer, this layer 3 queue causes MAC layer queue too.

Queue occurs only when channel capacity is lower than the traffic rates.

In the real world, in most devices you never have a layer 3 queue. It is either layer 4 (socket buffer) or layer 2 (MAC Buffer)
