When we have past records and word moth which are shared throughout all social media and networks such as Instagram, Telegram, Twitter, etc. Large amount of disconnected data might be available. The questions is that how machine learning can help managers using the fragmented data and information from past to decide effectively during a crisis/disaster.
Even qualitative data can be converted to quantitative data with some work. Assuming the right quantity of data, many statistical calculations and analyses can arise. Big data needs many data points to help ensure an algorithm's accuracy. To quote Dr. Snee, a former colleague, "What gets measured gets done," and "In God we Trust, all others bring data." Data helps executives make decisions, and it helps improvement efforts. No organization has infinite resources, and data can help management make the decision about which work needs to be done first. I would worry first about your crisis management work process and its robustness for various scenarios. Does your organization have robust planning processes? How frequently do you practice drill for a disaster? Is your response clear, and does everyone know their role? Only then would I start to look at the fragmented information you are working to convert into knowledge and decisions. In other words - If you put good data into a bad process, the output will not be helpful, and may set you back.
Data and information have an important role in humanitarian operation in each phase of HSC (pre, during and post). some data such as geographic information of accident-prone locations and demographic information of location is very important. by knowing this data, humanitarian sector will be able to quickly arrive to disaster area. also they can be more efficiently help the affected people.
