I assume you intend to use the solar energy for drying purpose prior to combustion?

Following things you should check first:

1. Is the waste heat generated from the combustion insufficient to dry the paper (high moisture content)?

2. Is the location of the solar-powered incinerator in a sunny place?

3. Is land availability and cost no issue?

4. Does the country where you plan to have the incinerator have to import fossil fuel / is fossil fuel expensive?

5. Is there no other waste heat source available nearby the location of the incinerator?

If the answers are all favourable towards solar I think it is worth a shot.

It's possible but costly if you use solar as its energy resources. Nevertheless, incinerator makes more waste later on, for example ashes, heavy metals, NOx, SO2 etc.

Incinerator is the last option of waste handling, if other methods are not suitable anymore. For example old furniture etc etc that cannot be recycled anymore, the last option is to burn it. Meanwhile, you have to think further about the waste produced by incinerator.

As for paper waste, the best option I personally think is: RECYCLE.
