personally I think that prevention of forest damage is easier to understand also because forest damage is a very broad concept. For instance, forest damage due to roads is not only the logged trees and damaged plants, it is also animals who are an easy pray while crossing the road and even gold diggers who use the roads (this happens sometimes in africa). So there are a lot side effects for that one road. It is easier to understand that the forest is logged for a road. therefore, preventing damage is a smaller concept and so easier to understand.
Also, communities.. the more people the more knowledge. Everyone has an idea about something and its own opinion. Isn't it the same as at this forum? You ask a group about an idea/opinion for this subject, so someone in this group might have the answer to your question. And maybe we are no experts in your field, we might have a logical explanation for your question.
