Very good argumentative question. I'm a medical graduate, working in NGO’S for 10 years and currently working as an academicians in Public Health for 11 years.
Based on my 21 year's of knowledge & practices I put up my view.
Definitely prevention is better for better health. But what if one who have develop disease?
Look practically prevention could practices in various ways, like
1. At healthy state of health and no disease: here practices of prevention do with intension of Not Develop Disease. For example, vaccination, regular exercise, maintain blood cholesterol, avoid extra salt & sugar intake, avoid smoking and alcohol consumption
2. At disease state of health: after develop of a disease, the intention of prevention is three
i. cure the disease
ii. prevent or delay the develop of complications of disease
iii. if the condition is worsen, in that cuse trying to a reduce the suffering.
We known the end result of life is death. For this each country have life expectancy at birth. After that a person will die therefore, last trying is a painless dealth.
We have 4 levels of prevention theoretically. That is availability but here, i try to answer it from a heathy and disease person context.
