A rietveld refinement and difference Fourier analysis of powder diffraction data may be able to resolve the question, depending on the level of doping. The Sr replacement should be at least 1 mol% for a meaningful analysis.

Thanks Dr. A. M. Abdelghany for your kind reply. Surely, color change can indicate the valency change of the Vanadium. But again this would be indirect method to ensure the Sr position in the system. Bcs Sr can have chances to go to both V and Bi. How to resolve that?

In my opinion, you should apply a combination of XPS and Rietveld refinement (on high quality XRD scans). If you have access to EXAFS/XANES, that's the best option. XPS will help you to confirm the presence/absence of Sr into your system, while Rietveld on XRD data will provide you needed information about site occupancy in crystal structure.
