Reliability could be linked with cost function as the fixed cost calculated with time span of 20 years for thermal plants and the repair and maintenance cost, could be presented by mathematical equation depending on type and used, in some (area)cases early shutdown is done, than to continue with unreliability cost( penalty cost paid to H.T consumer),and higher maintenance, repair and running(fuel) cost.
