I have a personal experience in the field of industry. you firstly have to put your target goals regarding two categories one is the production equipment and the other is the people to perform the work . evaluate and correct every 3 months all employees and give the evaluated persons personal feed back to encourage them develop themselves. train and evaluate,measure and analysis. this may not be systematic pathway to answer your question only practical tips
