In one of my plasmids there are two restriction sites which I want to cut. Both enzymes works separately but don't work together. Can anyone help me?

I have used pQE9 vector for plasmid construction. There was 1 sal site in vector which we removed and insert has 2 sites in ligation (Sal1 & AVA 1).
