Even though both have sp2 Carbon atoms, the bond length/strength are different, giving rise to different FTIR values. The attachment may be of your help.
You can measure optical absorption in the NIR\VIS region. In graphene it should be approx. 2.4% due to fundamental properties (see ref. Nair R. R. et al, Siene 320 1308 (2008))
Do you mean formation of graphite from graphene? Yes, you can. The change from the initial intensity of graphite to final, and initial of graphine from final will give you the information about formation of graphite from graphene. It would not be a qunatitative but a qualitative data.
