It depends on nature of ligands: some of them are sigma donors, some of them are sigma, pi-donors and some of them are sigma donors and pi-acceptors.

some are anionic and some are netural. some form sigma bonds with pi electrons such as olefins, alkynes. The term coordinate covalent bonds is not really generic.
