Data Envelopment Analysis(DEA)

According to the thumbs rule Golany and Roll (1989), Bowlin (1998) I need to reduce my inputs and outputs to maintain discriminatory power so in the first case I reduced my inputs to 1 and outputs to 2 so that (1+2)*2=6 so its equal to the total number of DMU's I selected.

I like to consider like this for the other two inputs and study individually am I doing it in the right way or is this wrong to measure individually.
