Hi Yurgos, I'm interested in preschool education. By "causality the superficiality" I meant that government is concentrating too much on changes made to the formal structures instead of supporting children in their early education.

I search database ELINET Country Reports according to your advice and I find it very convenient for my project! Unfortunately, - Poland - is absent in reports...so maybe I can change it !

Te recomiendo un informe de la OCDE sobre la situación de la educación preescolar en América Latina que si bien se refiere a esa región hace comparaciones con países
de otros continentes.
También tiene la OCDE un informe sobre las reformas educativas, yo tengo otros materiales sobre reformas que puedo enviarte pero son fundamentalmente de América Latina
