Hi Yurgos, I'm interested in preschool education. By "causality the superficiality" I meant that government is concentrating too much on changes made to the formal structures instead of supporting children in their early education.

I search database ELINET Country Reports according to your advice and I find it very convenient for my project! Unfortunately, - Poland - is absent in reports...so maybe I can change it !
You may find interesting the OECD reports about early childhood, for example the Starting Strong series (even if they happen to be part of the problem you are decribing)
