In your question you did not state the final volume you want or what you will use the 1 ppm solution for.
I concur with the previous answer by Mr Romain Fouelefack.
I suggest that if you do the dilution in 2 steps it is easier and more accurate. Dilution procedure is:
1 Invert the unopened bulk container to mix (in case of settling)
2 Pipette 1 ml of the concentrate (410,000 ppm) into a 1 L glass bottle and make up to 1 Litre with clean water, cap and mix. This solution is 410 ppm.
3. Pipette 2.44 mL into a 1 Litre bottle and make up to 1 Litre with clean water, cap and mix. This solution is 1 ppm.
In the case where there are no micropipette or when the needed solution is not too much you could used the logic proposed by Tony Tyler and Khaled Muftah Elsherif
