The task of a linguist is to address how a language works. His/her theory of language can follow two different but complementary approaches. One is oriented towards explaing the speakers' perception of grammatical knowledge (i.e, competence) and the other is how speakers actually use their linguistic knowledge in real life situations (i.e, performance).
