While submitting a paper for publication, the author has to declare that it is not submitted simultaneously to any other journal. So if he is giving declaration but still doing it, it is unethical & unprofessional, but cannot be called plagiarism.
I agree with both answers above. I think it is worth reading thoroughly the author guidlines of every journal you wish to publish at.
publishing same research in different journals is considered as self-plagiarism.
