Yes, It can be published in another journal. The article has to be withdrawn first. The earlier journal should clearly inform about their intent of not publishing the article without payment of charges.
Yes, such article can certainly be submitted to other suitable journals for consideration, The Chief editor of that journal may accept it directly based on the comments of the earlier reviewer or may send to other referee for seeking comments of its suitability. I suggest the author to mention that the paper was peer reviewed in earlier journal but due to charges issue, author is unable to publish it in that journal.

Yes. As Sushilkumar explained, it is recommended to inform the Editor of the new journal as to why the manuscript was withdrawn from the first journal even after being accepted for publication. This can be clearly articulated in the Cover Letter for the new submission.
