The journal is as indicated by Harshitha Mahesh a subscription-based journal see https://link.springer.com/journal/11814 for more information. However, the journal is originally published by a Korean Institute https://www.kiche.or.kr/kjche/ and if you open the already published issues and click on one of the papers you can download the paper. Making it effectively open access.
There are more journal titles in Springer’s portfolio published this way, like for example “Journal of Biosciences” where on the Springer site https://link.springer.com/journal/12038 the papers are behind a paywall while at the original publishing site https://www.ias.ac.in/Journals/Journal_of_Biosciences/ they are effectively open access. PS. Because of the above ‘construction’ I presume this journal is not a so-called hybrid journal (where you can opt. for open access) like for example “The Journal of Membrane Biology” https://link.springer.com/journal/232
