If an organization decided to adopt cloud computing services, is there any specific procedure to go about migrating?
In my opinion, if the organization had been performed excellent SWOT analysis before decided to adopt cloud, it is simple to design cloud migration road map because the design drive from the SWOT analysis document.

Cloud computing have three main division:Platform as a service(PaSS), Infrastructure as a Services(IaSS) and Software as a Service(SaSS). Another development is XaSS. You also have to decide what kind of cloud are you going to use is it public,private or hybrid. Which one that the company needs and going to implement. For roadmap is feasibility study, requirement elicitation( listing of needs and system requirement),migration plans,cloud system setup,cloud user acceptance test,migration,evaluation.
Crutial phase are feasibility study that include cost and risk analysis to reduce overlost on migration and cloud system failure, requirement elicitation that included agreed input process and output of the system and the last is migration of the system as the full adoptation of cloud system that usually having problem in connection bandwith and its security. As we know first internet connection opened up to internet will invite trojan and virus to the system.
If you want to manage your own cloud, try to simulate something, like using a private cloud (such as OpenNebula or OpenStack).
If you want to use a public cloud (such as Amazon or HPCloud), evaluate the workload and the real use of the cloud, because you will pay for this.
As many kinds of providers' plans exists, think about how much you want and can pay for this service.
Evaluate CPU, memory, instances and storage. All of this will influence in the price.
And finally, design well your services, evaluating if you want to developer for the cloud (PaaS) or only make the application available for users.

I agreed on the previous scholars' comments. From my field experience, normally we do cloud workshops first to touch on business & technical aspects of the customers that intend to migrate to cloud (by performing some impact analyses). Then we conduct a cloud roadmap reviews to understand customer current & future states of cloud. This will lead to what are some of the IT transformation projects the customers need to embark on to roll-out the cloud e.g. IaaS, PaaS, SaaS, XaaS, private, public, community, hybrid etc. Moreover, we will put in some tools to assess and recommend how certain traditional apps and workloads can be migrated to which types of cloud. Then we will proceed to detail cloud design which includes developing the Bill of Materials (BOM) and business case justification to customers for a decision go / no-go before actual implementation.
From my personal experience and observation, customers / IT organizations new to cloud will not migrate everything to cloud but rather migrate "low hanging fruits" of apps / IT systems to cloud(s) to test the water. Once they are more familiar with cloud i.e. understand the strengths of various types of cloud, how to address its weaknesses / limitation like security, compliance etc, what kind of opportunities cloud can offer to business etc, they will gradually and confidently migrate more to cloud. The end state normally is mixture of private, public and some traditional / legacy systems that can't be cloudified. Hope this shed some lights and wishing you all the best.
