Metallurgy is outside my main expertise, however, if it were me I would try and pursue the magnetic domain structure. Stainless steel is remarkable for having a comparatively low magnetic moment, that is not because it is non-magnetic, but instead because it forms a myriad of relatively small domains that basically cancel each other out. IF you indeed have changed the type of steel, inevitably you will have changed the magnetic domain structure. Further, ferrites in general have quite a 'soft' magnetic profile i.e. comparatively small fields lead to quite large degrees of magnetic alignment, thus the popularity of using ferrite particles for magnetic recording tape.
In the simplest possible form, stick a magnet on the sample, pull it off and measure the force. If it's stainless steel that force will be comparatively low. If it's ferrite...higher. You want to get fancy, use a small magnet. You want to get really fancy, use a SQUID and do FCM and hysteresis measurements. If you are on a budget, use Hall effect or just a regular magnetometer.

Thank you so much for your input. I think it is great idea , however, I am afraid that the amount of the formed ferrite is not enough to result in a large difference ( noticeable) difference in the magnetic properties of the stainless steel free of ferrite and with ferrite. I will keep this idea in mind and might give it a try.
If it's a surface phenomenon, you might try SERs (surface enhanced Raman Spectroscopy). It's a little more of a long shot because you need to have the SERs effect in your particular sample. Further, the Raman spectrum may or may not be diagnostic. On the plus side, if you do have SERs it will enhance the surface by about a 1000x which is considerable.
If you want to go old school, very old school, then you would acid etch the surface and do mineralogical microscopy. This takes advantage of a peculiar yet very common effect, which is acid etching of metals leads to step faults because the original grain/composition structure enhances the surface reactivity in particular locations. If you have changed the surface, that will mean the step faults will be of different types, in different locations. Sadly, this won't tell you what phase necessarily (although it might with enough legwork), but it should definitively identify if the phase is different.
This is a variant of pickling as used in electrolytic tinning (of steel).
