I report this training experience in Italy "Experiential Maps for Territorial Innovation and Tourism The experience of the OpenGeoData School "

Abstract This article describes the main features of a training proposal, named OpenGeoData School, aimed at involving wide categories of citizens, engaging them on open geospatial data as well as technologies and services available thanks to mobile devices (smartphones and tablets), and promoting their use in the context of professional activities, or related to cultural and recreational interests. Participants in the first proposed training course, focused on "Experiential Maps for Territorial Innovation and Tourism", shown favourable evaluations about their experience and what they learned. They have contributed to the creation of an online community that allows expanding the acquired knowledge over time to them, contributing to the conception, organization and realization of new initiatives aimed at spreading geo-digital skills both in their own territory and in others.

I think you could use Google Maps API. I have an example here http://teatrnn.pl/miejsca/mapa/lublin-1928/

Apart from Google maps and satellite images there are raster overlays for two historical layers (1928 and 1876) and one vector overlay for buildings for 1928. Vector features have url that lead to particular place/address which is linked with other herigate features (people, historical events, etc).

1. Raster layers are tilled .PNG via QGIS from .TIF files with WGS84 coordinates.

2. Vector files are .geojson files generated from shapefile (via QGIS) with WGS84 coordinates as well.

you can use ArcGIS online service to create story map if you know GIS, it's better create map layers on ArcGIS software and then add the map layers on the ArcGIS online map.

This Digital map, could be able to follow and understand, many of those public behaviors and habits (eating, traveling....), possibly explaining several Health-Issues!
