I am assuming you are creating an online atlas? Make sure that for GIS-based application you collect all the relevant shape files that contain the informaiton you are looking for, for example rainfall, elevation, monthly temperatures, etc in the attribute table. Then one can create classifications of themes and display them using different colors. Each map should be zoomable down to different levels, for example, county, city and street level.

If you have any maps involving classification, I suggest you use head/tail breaks rather than any conventional ones such as equal intervals or natural breaks. This is because head/tail breaks is more natural than natural breaks:
