According to the initials, here in my country (Mexico) that topic is related with the impact from the Information and Communication Technologies for Development.
Basically that makes reference to the application from the ICT's as a mechanism to reduce poverty.

Few years ago a Secretariat of Science and Technology for Social Inclusion (SECIS) was created in Brazil on the scope of the Ministry of Science, Technology and Innovations, and one of the initiatives (Public Policies) was Digital Inclusion. As far as i know that secretariat was one of a kind in the world, drawing upon S,T&I in order to reduce poverty. Unfortunately it was discontinued by the "new" government, reducing it to a department, losing political relevance.
