I have been offered a publication opportunity with this publisher, Éditions A. Pedone, a French publisher with a Wikipedia page that says they have been in existence since 1837, and that they are known for public International law in France. Please I would like to know if it matters that they aren't indexed on Scopus?
Not all, even high-quality and traditional journals are in Scopus. So that should not be an issue, if it is otherwise clear, that it is not a predator journal.

I can confirm that Les Éditions Pedone is a very reputable French publishing house focused on international law. Over the years I have used quite a few of their books, and I have always been satisfied with their academic quality. Many distinguished scholars and practitioners have published there.
Regarding Scopus indexations, many, if not most, French journals and publishing houses are not indexed. In the French context, indexation does not matter as much as in English-speaking academia.

As someone has said, not all standard journals are Scopus indexed. However, you can also make further findings on this particular journal by contacting reliable academics who are in Europe especially in France.
