I dissolved the cerium precursor, and the solution was clear. I also prepared a clear solution for SDS as a surfactant. When I added the SDS solution to the cerium solution, the precipitate started to grow before adding the oxidizing agent. I haven't any explanation for that.

Cerium is a metal. Your precursor is probably a salt. The valence of cerium is 3 or 4. You probably took a trivalent cerium salt as a precursor and dissolved it in water. You got a transparent solution. After adding SDS, you got a poorly soluble cerium salt.
Ce3+ + SDS- = Ce3+ -SDS
