Now a days most of the indian institutes are working on perovskite based solar cells. Some of the premier institutes are IISc, IISER Kolkata, IISER Pune, IIT Bombay, IIT Kanpur , University of Allahabad, Jamia Milia Islamia, University of Delhi, IIT Kharagpur, NIT Rourkela and many more. All groups are working on various aspects such as design, efficiency, flexibility etc. of these materials.
I think you need not to go to other university to search in perovskite solar cells so long you have material science specialization. What say here is a proposal.
You can build your laboratory and get software for simulation.
The cost of the laboratory equipment is not expensive as the processes used to produce the perovskite solar cells are solution based spin on technology and drying processes.
As for software you can use licence free software.
You can get support from colleagues from other universities to build your laboratory.
