Some quick elements here, but as guidelines only, and for Europe. I'm probably off for quite a few of these but probably not too far as well.

• UV visible spectroscopy : 5 to 50 k€ (simple single beam to double monochromator, plaque reader, integrating sphere, etc, etc)
• FTIR spectroscopy : 15 to 30 k€ just for the spectro ; ATR, add a few k€ ; microscope, add 50 to 150 k€ (simple to imaging capability)
• Magnetic hot plate stirrer : get a catalogue, a few hundreds Euros
• Mechanical properties of thin film , powder, etc : varies A LOT
• HRSEM : FEG-SEM from a bare minimum of 400 k€ (EDS included...and negotiated) up to more than 1M€ depending if you want all detectors, a FIB, etc, etc... Remember to add the cost of a vacuum sputter/coater, a microtome, a polisher, a broad ion beam slicer, depending on what you need to prepare your samples : you may even exceed the cost of the SEM...
• HRTEM : you don't want to know but you better be loaded
• Oven for lab : a few hundred Euros
• Xrf : depends, less than 100 k€ for benchtop EDS-XRF, much more than that for WDX-XRF
• Energy Dispersive X Ray Analysis (EDX) – elemental analysis : if this means EDS on SEM, see above (by itself, 100 to 150 k€ ... or more)
• Inductively Coupled Plasma Optical Emission Spectroscopy (ICP-OES) – accurate (bulk) determination of specified elements : around 150 k€, depends on what you want to measure, if you want simultaneous or sequential scanning... Again, add the cost of a digester, a fluxer...
• ICP-Mass Spectrometry (ICP-MS) –simultaneous semi quantitative determination of 70+ elements : 250 k€ for a good system, may easily be more
