Scopus is a service by Elsevier if I'm correct, not Google. Google scholar uses its own indexing of some university library catalogs, Researchgate etc. Scopus is a citation-index, not a repository for full text searches.
It will however pop up when people use Turnitin and someone plagiarized your paper.
There are some journals that are indexed by SCOPUS that do not appear on Google Scholar. Google Scholar requires journals to follow some specific guidelines that can help them in scrawling the pages of the journal. If the journal doesn't follow those guidelines it won't appear on Google Scholar.
