As far as I know, there are no journals  that would fit your requirements. Usually, the evaluation process takes few weeks or --more often-- few months.

There is one useful link that could help you to look for an Elsevier journal (where information is given about an approximate time that a journal would need to review a submitted article). Please check this link:

you mix editors and indexes.

Elsevier and Springer are editors, and they edit journal which are for most of them indexed in indexation bases like Web of Knowledge (Thompson Reuters) or SCOPUS (Elsevier).

So you can already note that the BIG ELSEVIER editor is alltogether editor and indexor...

Search within scimago to know whether a journal is indexed or not by SCOPUS.

Fir the rapidity of the review, it is impossible to foresee...

Have a look at recent papers in different journals, it should be always mentionned the dates of reception and of acceptation, just to have an idea.
