You have to at least include in your equation all the cloud functions (can be difficult because it has virtual functions), then the risks are the failure of those functions. The biggest risk is security issues.
Any risk associated with the dysfunction or failure of the use being made of cloud computing will depend on the impact on the organisation and its stakeholders. An equation of reliability is not the same as an equation of risk. The risks associated with cloud computing depend on how and what it is being used for - the overall system must be analysed of which the cloud computing element is only a component.
I agree with David. How can you understand the risk if you don't know what it is being used for? As the end uses of a cloud based system are unbounded and failure some will have no impact while failure of others will be very significant, I don't see how this can produce a useful outcome.
The first step in the ISO31000 approach is to establish the context. That will be different for each cloud client.
