Usually JCPDS database comes with the instrument and is not free. But there are some other free ways to get the patterns such as Materials Project which is a free computational database. Here is the link to the website:

You need to sign up to look up your materials and they have many useful information such as interactive view of the crystal, band structure, phonon spectrum, etc.
Use X'Pert HighScore Plus software to match your peaks, you only need to have the original file of xrd ( if you like send for me one sample and i will try to do matching)
