I have developed a quantitative LOS criteria based on actual delay faced by pedestrians on Indian roads using cluster analysis. I have also conducted a user perception survey to understand the perceived pedestrian delay. I wish to develop an LOS criteria which is a combination of both quantitative delay and perceived delay. I can develop another LOS criteria solely based perceived delay, but I am not sure how to come up with a combined LOS criteria.
I think is highly dependent from the type of data you have as subjective perception. Is it in seconds? is it fuzzy variable? By the way, I would not combine them together. For car traffic level of service is the only thing that counts, since trip are long and it is also related to vehcile emission which must be minimized. For pedestrian traffic if the trip is long but nice, then the perception is good and the aim of the traffic engineering is reached.
Coming to your question: I would analyse which factor is mostly influencing the subjective perception of the trip (density of the environment? lane width? weather conditions?) and then I would try to propose a measurement of "subjective LOS" which starts from the "objective LOS" (which is always measurable) and then makes some modifications taking into account the important parameters.
I see the "subjective LOS" as the final aim, not as a thing to combine.

The common way is to compare actual conditions and perceptions. You can evaluate LOS of actual condition based your developed model or HCM guideline then you can investigate how close was the perceptions versus actual conditions.

I've tried to know about LOS according the tiem that the user spend when they want to access to any transpotaation mode, particulary on urban modes as bus and metro. Do you have any information about that?
Hi John Jairo Posada-Henao. Level of service is a criteria for rating any type of facility. In case of urban public transport modes, there are several factors on which LOS may be developed. For eg. Waiting time, comfort, IVTT, accessibility to the mode, etc. I would suggest going through the TCQSM manual for a better understanding.

I have the manual, the LOS is qualified according with space (m2/person or person/m2), but there I couldn't find anything about waiting time.
The LOS criteria based on person/m2 is usually followed for pedestrians walking on sidewalks. For crosswalks, the LOS criteria is waiting time or delay or gap size. The next problem after criteria selection is identifying the threshold values of the criteria based on observed field data or perception based qualitative data.
