Having emailed the journal twice, the answer is that due to technical difficulties, they cannot give me a status feedback so I need to wait. Is it ethical to submit the paper to another journal, given that both times, this journal's answer is totally vague? Many thanks!

You can do so by looking at other previously published papers.
Covid 19 has caused some how delay in reviews and publications which should also be taken into consideration.
Lastly check with the editors on progress of the manuscript.
Unfortunately yes. In some journals, we wait for months, sometimes a year, and then come the rejection, and this is annoying. Therefore, it is necessary to choose sober and fast publishing journals at the same time
