I am doing the national survey in Libya regarding the impact of Gaddafism upon Political parties. So I am using the Likert scale. However, I got a high percentage from those respondents who are answering by choosing "Natural".
My question: What does it mean and what the explanation of it?

I'm struggling a little to understand your question. Did you mean "Neutral" rather than "Natural"? When you say you are using a Likert Scale, are you referring to a single question or a group of questions about the same subject?
Generally speaking, responses tend to be slightly positive because there is a psychology of pleasing the question setter, so to get a high percentage of neutral responses might indicate slightly negative views on the question or questions you have asked.
