There are quite a few publishers publishing an array of 'scholar journals' with Open Access papers out there, but they are not reputable publishers, academics-wise, as Nareen mentioned. To submit your manuscript to publish in their journals in Open Access form, you need to pay a so-called 'publication fee' (and not cheap). Most of them publish your manuscript without even going through the 'peer-review' process. In good journals, they all go through this process. In general, the feedbacks from the reviewers will improve the manuscript quality and benefit the authors at the same time. Some of these publishers were therefore dubbed as 'bogus' publishers.
