Specifically, how should we use them given they have not been peer-reviewed? Should we rely on the results reported in pre-prints for policy? I am really probing for thoughts on whether researchers believe that results of studies reported in pre-prints are reliable enough information to make policy decisions given they have not been peer-reviewed. How to cite does not concern me at this point nor am I concerned about papers that have undergone peer-review and are in final or near-final form awaiting journal layout and issue assignment.
