I looked at biomethanation, H2 supplemention and a two-phase system, but I was hoping to look at other technologies if they existed. Any recommendations would be appreciated.
If you simply mean to measure he CO2 concentration then IR gas phase measurements should be feasible
No, I meant to use an enriched CO2 steam in an anaerobic digester to increase the methane yield in the biogas produced.

There is no magic.
Converting CO2 to CH4 (methane in biogas) requires a lot of H2 (hydrogen) in one form or another. This is basic chemistry: 4.H2 + CO2 > CH4 +2.H2O.
Let's not forget that biogas itself contains a lot of CO2 aside from CH4 and also this is (microbial) chemistry. However, the required hydrogen H2 can be supplied in other ways than by adding H2 gas.

By "two-phase system", did you mean feeding a photo-bioreactor with the enriched CO2, and then using the yielded microalgal biomass to produce biogas?
A third way to reduce CO2 is the CO2 + 2 H2O --> CH4 + 2 O2 reaction. It can be implemented in one step, in a microbial electrolysis cell (MEC).
