What is the surface made of and what temperature range are you looking to stabilize the surface at?

I've used metal foil-on-kapton successfully in the past to deliver uniform heating rates to plates: in the range of 140K to 300K.

Like these - applied to 300mm diameter 15mm thick aluminium discs.

If the surface to be heated is non-uniform, or simply rather large, you may want discrete heating elements with local thermometers controlling the heating rate.
