Goretex(TM) might be worth considering. It is expanded poly(tetrafluoroethylene). It starts as PTFE powder that is compression moulded and lightly sintered, then is expanded biaxially. It is commercially sold as an air and water-vapor permeable fabric-like material. It is very hydrophobic when clean and new.
