In the aim to divert as much wastes from landfills as possible, the kitchen waste (KW) fraction of MSW has been recognized as an alternative source for the production of bio-ethanol.Anaerobic digestion process and, even more, composting are proposed as attractive methods of KW management. Two-phase anaerobic digestion may convert waste into biofuels, primarily to hydrogen and then into methane. However, imbalances in feedstock supplying and the high-cost demand for constructing anaerobic digesters have prevented the widespread adoption of such alternative approaches.Organic wastes rich in carbohydrates, such as KW residuals, can relatively easily be converted into valuable products (i.e. lactic acid, bioethanol). 

A sequential process of hydrolysis and fermentation (SHF) for bioethanol production includes a series of steps such as liquefaction, saccharification and fermentation. Implementation of a one stage by simultaneous saccharification and fermentation (SSF) has been proposed in order to reduce total fermentation time and investment construction cost. A large number of studies have been focused on the SSF process aiming at utilization of cellulosic biomass and industrial wastes of paper-type wastes and wasted crops.

Mr.Dinesh,your idea is good but it has already been tested and used in several studies.In biogas plants which are being used and promoted in In India the organic materials like cowdung slurry,kitchen waste and food waste etc. are biodigested anaerobically in biogas plants  and two products are obtained- biogas and bioslurry.Biogas,a fuel ,predominantly contains methane and CO2.The slurry is  rich in nutrients and used as organic manure in agricultural/horticultural production.The slurry can be further processed in vermicomposting to get a value added manure.Now biogas plants of different sizes are available to handle different materials and quantities.The following papers may provide more details.

Definitely for technological references your views are correct,

What i have noticed is in ref of ground reality specifically in Metro urban area. 

1. The present situation is that most of the bio gas plant are not working condition as lack of technical man power and supervision, most of them are the property of local authorities 

2. New existing and  up coming private entity are not willing to invest for such technique, rather they don't feel any need for such process.

3. The technique which can be handled by masses, can be implemented by decentralized locations, cost effective, user friendly, economically sustainable need to be arranged.

4. For me, Material recovery by masses will be a low lying fruit to catch and harvest,

5. Once the process get sustained, we can think for the fruits at apex of tree.

Being working professional civil engineer, i cant challenge for techniques and process,  but  i want to be part of solution using multidisciplinary streams/ professions.

Please read the following article to get an idea of the success of biogas plants in India.There may be several individual cases of failure of the biogas plants  because of many reasons as mentioned by you.But overall in India it is success story .You may please consult more literature and you will find several success stories.
