International humanitarian intervention in states that abuse human rights of their subjects is "illegal" in accordance with the charter of the UN (Article 2-4) but recent state practice has shown that there is disagreement to this. How can we legally allow for it but prevent abuse? There are many theorists who actually allow for it as human tights is one of the purposes of the UN so it does not reach de minumus of the charter's forbidden action.
