In Macedonia (my country), students are able to take exams for the courses through regular colloquiums (partial exams), as well as three exam sessions - each one of them covers the whole material, divided in two parts: theory and practical exam. If the student does not succeed to get a grade for the course through the exams after the last session (all parts), he fails the course. He will need to take it again if the course it's required or he can replace it if it is an optional course. That does not mean that he fails the whole year or that he is not allowed to go to university if he fails. Technically, he can study forever, until he has money to pay for the semester.
