Well, it depends. If you are addressing a random sample be prepared to deal with a very low answering rate. What I did in this case was:
a) increase the number of administered surveys as much as possible (if the survey is administered electronically, it does not increase your distribution costs);
b) try to improve the answering rate by sending out an email (e.g. after 15 days send an email to those who did not fill the survey and another one after 30 days)
If you deal with a survey where you can carefully select the people you want to survey, you can check upfront whether they are happy to fill the survey so that you can avoid to send it out to someone that for sure will not reply to it.
In fact, the best solution in order to increase the answering rate is to keep the survey simple, short, with very clear questions that can be easily understood and answered. My personal experience suggests that surveys that take more than 7/9mins to be filled face a very low answering rate.
Suggestions (not all apply to all particular cases):
- buy email lists. I have 8 million in NC and TN in the US.
- buy response panels. SurveyMonkey and Qualtrics offer that.
- use email distribution software. I used Atomic software for validating email addresses and send out emails on the desired schedule and rhythm.
- spread the survey link in the social media, Facebook (I have 13000 followers) or in Linkedin (have 5000).
- Use online media, newspapers to spread the information.
- Establish social media web pages for the survey (improves credibility).
- Apply multi-step method. First interview the key stakeholders, then email to the important ones, later collect data by calling potential respondents (shortened questionnaire).
- Email and send a reminder later. The late respondents considered as nonrespondents, so you can compare the early and late respondents answers whether you have non-response bias.
- Use networks. Ask your respondents to spread the survey in their networks.
- Clarify the benefits for the respondents. It can be a chance to win or getting detailed feedback of the results or something else.
- Use teachers to engage students and students to engage parents.
- Define the point(s) of penetration in the network, what fits better to your purpose (e.g. professional organization, group in LinkedIn, social networking superstar, politician, rock star, supporting company, etc.)

The representativity of demographic groups can be important. For the proper weighting (avoiding under-representing or over-representing respondents) you can use SPSS raking algorithm.
