Alternatively you could perhaps decide on a timeframe of your review. For instance, you could do a review of all articles from the past 20 years. That could give you a better scope.
At least you should try to review as many as possible so that you can contribute nicely.
Try to review all literature from 5years back, it will make your writing relevant for a very longtime. In Nigeria, many University Professors hate to see old dates in your write up or references. And so, if your write up is full of old dates, very few PhD or Master or undergraduate project students will use it. So, try to be recent as far as possible.
There is no specified number and it is not at all possible to survey all the published papers. the main of the review is to showcase what has been done and what not. this reflects the research gap. your intention is to justify and rationalize your research question. so cite only those research that broadly falls into your theme of investigation and those papers, you think, that make a sense.
In a nutshell, latest 5 to 10 year relevant papers are sufficient to write a review paper.
