The Impact Factor for a journal is generally calculated based on fixed time period. It is generally 3 year period. It is mean of number of number of times the papers published in that journal are referred.
For example If the year of publication is 2014 then the ratio of the number of times articles published in 2012 are referred in standard journals in 2014 and the number of published papers during 2012 is called impact factor.
