After the Bealls list, many peoples try to save their academic and scholarly articles from that mafia, but unfortunately, there is no update on the list and won't rely on anything ... Therefore, authors depended on indexing services such as Scopus etc....
But there is so many complain and retracts found on Scopus indexed journals too... because of the predatory journals indexed on Popular indexing services such Scopus ...
Therefore, Is there any mechanism that exists to prevent such issues ?....

Good discussion you refer to 😉. One comment on your question: the Beall’s list is continued here: https://beallslist.net/ (it is updated till March 7th, 2021, see changelog https://beallslist.net/changelog/). Indeed, it can be quite difficult. From my experience there are a couple of things you can do:
-Though not flawless check the Beall’s list (both for publishers https://beallslist.net/ and so-called stand-alone journals https://beallslist.net/standalone-journals/, do not forget to check “go to update” link)
-Check on prominent mentioning of so-called misleading metrics https://beallslist.net/misleading-metrics/
-Details contact info, check physical address, and use of Gmail address
-Check the link in Scopus sources and look at the Scopus content coverage, predatory journals, and publishers all of a sudden start to accept and publish suspiciously more papers (https://www.scopus.com/sources.uri?zone=TopNavBar&origin=searchbasic)
-Check the history of the publisher in the latest list of Scopus titles (see enclosed file or check here https://www.scopus.com/ ), predatory publishers ‘manage’ to get their journals indexed but quite often they got discontinued after a few years
-Check SCImago link (https://www.scimagojr.com/) to the journal and look for the comments, when there are things going on with a particular journal you can often find clues here
Last but not least check some papers in your field of expertise and estimate their quality. This is my personal checklist, no intention to present it as THE solution.
