Use an appropriate organic solution in the core and an easily electrospinnable solution (PVP, PEG etc.) in the shell side. After spinning use an appropriate solvent to dissolve out the shell part. This solvent must be a non-solvent to the organic material so that you can get the nanofibers of organic material.
Electrodeposition is the best method to grow organic nanofibre on ITO providing suitable potential range where red-ox potential of the particular electrolyte exist.
